Investment into Adult Protective Services Continues as the Build Back Better Act Passes the House
The National Adult Protective Services Association (NAPSA) is thrilled to announce the U.S. House of Representative’s investment into Adult Protective Services (APS) through the passing of the Build Back Better Act. This includes a historic investment of $1.5 billion for states for their APS programs, and additional federal support for APS. Overall, the Build Back Better Act invests $4.2 billion to support elder justice work over three years.

On Friday, November 19, the U.S. House of Representatives passed the Build Back Better Act. This includes a historic investment of $1.5 billion for states for their Adult Protective Services programs, and additional federal support for APS. Overall, the Build Back Better Act invests $4.2 billion to support elder justice work over three years.

For federal fiscal years 2023 to 2025 the package includes:

• $25.4 million for the Administration for Community Living

• $1.2 billion for formula grants to state Adult Protective Services agencies

• $25.4 million for grants to tribes and tribal organizations to help build tribal Adult Protective Services programs

• $238.6 million for state demonstration grants

National Adult Protective Services Association Executive Director Jennifer Spoeri stated “The package is a critical and historic investment in Adult Protective Services. We applaud the Ways and Means Committee and Chairman Richard Neal for their continued championship and support of Adult Protective Services and elder justice.”

Bill Benson, NAPSA Policy Advisor noted “The U.S. Senate now has the opportunity to continue this support of APS within their states and local communities, where APS works every day to protect older adults and people with disabilities at risk of abuse and exploitation.”

NAPSA also notes the many other parts of the Build Back Better Act that will improve the lives of older adults and people with disabilities in all American communities and creating jobs, such as greater support for the long-term care ombudsman program, support for senior legal hotlines, creating more affordable housing, providing hearing services through Medicare, and supporting home care and other services to enable older adults to remain living in their own homes.

The Build Back Better Act now goes to the Senate. NAPSA encourages its members to continue the push for maintaining this vital investment that will protect against abuse and exploitation and save lives.
